In this Issue

Funding will soon be available for a new round of grants to local coalitions working to improve protection of water resources in their communities. Contact the WREN Resource Center at 1-800-692-7281 (within PA only) to put your name on the list to receive a Request for Proposals as soon as it is mailed. The grants will be for activities to take place between Spring 1997 and Spring 1998 and will be for a maximum of $3000. Projects must be undertaken by a coalition of community groups, preferably including local officials; must be educational and deal with non- point source pollution issues. Each coalition receiving funding will be expected to send one or two representatives to a training and networking meeting to be held in early Summer 1997 and, potentially, to a follow-up networking meeting in 1998. Now is the time to identify coalition members and develop project ideas because the turn around time for proposal submittal will be fairly short. The expected funding for continuation of WREN activities, including grants to community coalitions, networking and training meetings, publication of Water Policy News, maintaining the WREN website (http://palwv.org/wren/) and the WREN Resource Center will come from a grant to the League of Women Voters of Pennsylvania Citizen Education Fund from the PA Department of Environmental Protection under their non-point source program.

WREN COMPLETES A CYCLE AND MOVES ON
The third round of local projects funded by the Groundwater Policy Education Project (GPEP) is winding down and the Kellogg Foundation grant which provides funding for the Water Resources Education Network (WREN) and Water Policy News ended in December. GPEP has evolved into a state-wide network of organizations and individuals interested in protecting their local water resources linked by Water Policy News, the WREN website, networking conferences and information provided by the WREN Resources Center. Funding will soon be available for continuation of the WREN project including grants for local projects and the networking support that WREN provides (see lead story in this issue). Please help us share information about your activities by visiting the WREN website (http://palwv.org/wren/) and sending feedback on your activities, or mailing info to: WPN Editor: Edith Stevens, RD 1 Box 444, Cresco, PA 18326.

TOWANDA, MONTOURSVILLE DEVELOP WELLHEAD PROTECTION PLANS
With the help of a demonstration grant from US EPA and assistance from Judy Muehl of PA Rural Water Association, the Borough of Montoursville in Lycoming County and the area served by the Towanda Municipal Authority in Bradford County have developed plans for protecting the groundwater that supplies their drinking water. In both communities the first step taken was to form a committee that is representative of all sectors of the community. The committees help inventory potential sources of contamination within the wellhead protection areas, evaluate various options for protecting their water supplies and select the options that best serve their communities. Protection tools used include: overlay zoning around existing wells, public education, groundwater monitoring, emergency response planning and roadway signs. "Water Supply Area" signs have been erected in both communities. To learn how you can get help from PRWA in protecting your water supply, contact their office at 814-353-9302.

LANCASTER WATER LIBRARY A HIT
The Lancaster County Groundwater Coalition has wrapped up their GPEP funded project with the establishment of a Water Education Resource Center as part of the Lancaster County Public Library system. Materials in the collection include water curricula for teachers use and water information specific to the Lancaster County area. The material is available to teachers in Lancaster and Lebanon counties through their school libraries "Access PA" system and will be delivered to the schools through the Intermediate Unit delivery system. The material has been made part of the County Library collection and is available to the general public as well. Other activities of the Coalition include publishing a Citizen's Guide summarizing the Lancaster County Water Resources Plan in layman's terms. The Plan was developed with the help of a 14 member citizens' Task Force appointed by the County Commissioners.
